The Town of Bath, Berkeley Springs, WV is seeking to retain a West Virginia Licensed Firm to provide preliminary engineering services for the Berkeley Springs Water Works drinking water treatment plant upgrades in Morgan County, WV.

Firms interested in being considered must submit a proposal detailing qualifications, technical expertise, management, and staffing capabilities, related prior experience, and explanation of firm’s current errors and omissions insurance coverage. Firms applying must be registered in the System for Award Management (https://sam.gov). A competitive evaluation process will objectively select qualified firms for discussions to include Scope-of-Work and Estimated Probable Costs in order to establish a contract for the highest quality of service at a realistic fee. The contract will be awarded to the best qualified firm whose proposal is determined to be the most responsive and advantageous to the Town, price and other factors considered.
All applicable laws, rules, and regulations including Title VI of the Civil Rights Acts of 1964, President’s Executive Order No. 11246, Section 109 of the Housing and Urban Development Act of 1974, Section 3 of the Housing and Urban Development Act of 1968, and Conflict of Interest Statement and Access to Records provisions, and all other requirements as they relate to HUD-funded projects. The selected firm must also comply with the Minority/Women-Owned Business Enterprise and Affirmative Action requirements.
